Driving in Sri Lanka: IDP & recognition permit
You generally cannot drive on a foreign licence alone. AAC recognition (with IDP) vs DMT temporary permit at the airport or Werahera — documents, costs, and when to hire a driver instead.
Self-drive is legal for visitors only with the correct local authorisation. A home-country licence by itself is not enough. In practice you need either (A) a Recognition Permit from the Automobile Association of Ceylon (AAC) endorsing a valid International Driving Permit, or (B) a Temporary Driving Licence from the Department of Motor Traffic (DMT). Driving without the local document risks fines, insurance refusal, and rental headaches.
Route A: AAC Recognition Permit (common if you already have an IDP)
From March 2025 AAC practice has required a valid IDP — a national licence alone is no longer enough at AAC. Bring original IDP, passport + copies, visa/ETA evidence, and passport photos to the AAC office in Colombo. They issue a local recognition endorsement. Confirm current fees (often in the low tens of thousands of LKR) on the day. Carry IDP + recognition + home licence whenever you drive.
Route B: DMT Temporary Licence (no IDP required if your licence is acceptable)
Apply in person with original foreign licence (full licence only — not learner/provisional), passport, visa/ETA, and English translation if the licence is not in English. Counters now operate at Bandaranaike International Airport arrivals as well as the DMT Werahera office near Colombo. Validity bands and fees are published by DMT (commonly cited bands around 1 month, up to 2 months, up to 6 months, and longer — verify the board). Airport issue is convenient on landing if you plan to drive away the same day.
On the road
Drive on the left. Expect buses, tuk-tuks, and sudden stops. Average speeds are low outside expressways. Avoid night driving on unfamiliar mountain or wildlife roads. Helmets are mandatory on scooters/motorbikes; many insurers and police treat tuk-tuk self-drive as a special endorsement case — ask AAC/DMT and your rental desk explicitly. Keep originals in the vehicle.
Honest alternative
For a first island circuit, a private driver-guide is usually safer and cheaper than the combined cost of permits, stress, and one-way fees.
